CSCF felt that having an energy efficient and environmentally friendly facility would serve as an example to the community and encourage others to do likewise and so the project was designed and constructed to meet LEED standards.

The HVAC and electrical system designs were heavily influenced by the fact that office areas will be used daily, Monday through Friday, with staff meetings held in the small meeting room, while the large conference room will be used for bigger groups on a very irregular basis, often in the evening, with the potential to be split in two so separate group can meet simultaneously.

The constraints of a narrow site and poor soil limited the number of closed loop wells that could be dug, so a hybrid system utilizing several wells, an evaporative cooling tower and water-to-air heat pumps was devised for the building's HVAC systems. Energy simulation modeling indicates that this hybrid system combined with energy efficient lighting and a sound building envelope make this building 46.9% more energy efficient than similar facilities with traditional systems.
